Vector is the upstream of Forge. Where Forge versions and distributes the disciplined toolkit, Vector enforces the methodology before the toolkit is ever opened. The DRE artifact — already shipping in Forge v0.3 as forge dre new REQ-XXXX — is what Vector emits.
